規範休息日出勤時數並應計入延長工作時間總數，即每月不得超過46小時。另，明定實施彈性工時於適用例假及休息日規定，均應遵守規範。

    他強調，只有在制度上確立「周休二日」前提下，才會考量將「國定假日」回歸內政部全國一致規定，惟「五一勞動節」仍然保留，使勞工基本勞動權益獲得更合理保障。
